Learner Drivers On Motorways?

No. This should be part of a compulsory three lessons with an officially recognised instructor AFTER the driving test has already been passed. Until these have been taken, new drivers should not be permitted to go onto motorways alone.
A simple system which would improve the current situation and have few downsides.
