RADICAL proposals to charge drunks for treatment in accident and emergency departments are being considered by city leaders. Alcohol-related hospital admissions in Greater Manchester are estimated to cost the NHS, and the taxpayer, £400million a year. Manchester City Council is considering passing the financial burden on to those who drink excessively. (Express.)
