Germany Castrates Sex Offenders.

Germany has a system which permits the surgical castration of sex offenders which has been criticised by The Council Of Europe.
Errr. Excuse me, BUT the system is ENTIRELY VOLUNTARY and reduces sex crimes!
The Council Of Europe? - Perhaps we can refer to these interferers as 'the usual suspects'!
