Fisheries Policy. At LAST!

The BBC reports that the EU has agreed to ban discarding dead fish caught by accident under the EU quota system. The ban on discards of mackerel and herring should come in before 2014 with a ban on cod, haddock, plaice and sole before 2018. Ministers also agreed that EU regions should be given more control over fisheries policy.BBC
Now - let us see if it will be replaced with something even more ill-conceived. The odds are very much against a good outcome.
(Oh, yes. And why the absurdly lengthy delays?)
