This is so simple it is almost embarrassing. The shackles of fear must be removed from employers. Rules protecting the rights of part time workers have simply meant that if an employer can avoid taking on p/t workers he/she will do so.
There is essentially little difference where full-time workers are concerned.
In essence, changes need to be made to industrial tribunals. Employers must be allowed to sack: poor, dishonest, lazy, incompetent and criminal staff without fearing consequences.
One employer told me some years ago that it cost him £250k to get rid of a rogue employee.
Large companies have now given up and many automatically settle out of court.
Mole-In-The-Know informs me that this is actual policy with a council not a million miles from where I am currently sitting.
