Probation has failed massively with reoffending numbers to make the eyes water.
Around one half of work orders are breached. NOW we even have The Probation Inspectorate saying that more than half of 'tagging' orders are breached.
Nonetheless The Howard League For Penal Reform has announced that 'community sentences are working'.
These penalties can ONLY work if all breaches result in incarceration.
