BBC On Terror Attack.

Why does the planting of a bomb in a bus in Tel Aviv get described on the BBC News website as a 'terror attack' in inverted commas?
Does the Beeb not think that sticking an explosive device in the middle of a group of civilians is simply terrorism?
This same attack was welcomed by Hamas.
Why does the world pussyfoot around evil? (No inverted commas.) The
The Israelis are simply reactive in their approach to Hamas. What these Palestinian agents of terror are doing is beyond reprehensible.
