Actress NOT Jailed? - Why Not?

I happen to know the answer to my own question. When I first started as a JP - we routinely jailed those who drove whilst disqualified. Under Mr Blunkett's watch as Home Secretary - it was made almost impossible to jail people - even after a second offence.
Wantonly ignoring a court order should lead inevitably to custody!
