This is a system which means that if a criminal can dodge arrest long enough, s/he will escape prosecution.
It is thoroughly and irredeemably immoral: reprehensible, even.
Apparently, this even includes crimes such as rape in certain US states and in some other 'liberal' nations.
No burglar, fraudster, kidnapper, terrorist, paedophile or person of violence who has escaped detection should ever be free from the fear of future prosecution.
What liberal politico could ever vote for such matters - unless they fear that their own crimes may one day come to light?
