Debts paid?

If there is one phrase that really gets my goat it is when somebody is released from prison and some will insist, "He has paid his debt to society."
How can this possibly be the case when some people who have perhaps killed another human being, have served a disproportionate sentence in a comfortable gaol and have then been released after sometimes as little as four years?
How can the ruination of a life by torture or rape or mutilation ever be expiated at this level?
On the spiritual level - definitely. On the social level - impossible.

It is not a question of revenge nor of forgiveness but of distinguishing between Godly attitudes on the societal and individual levels.
