Sheffield Magistracy: MITK - Nose To The Ground.

With crime out of control - and drugs crime in particular - Sheffield magistrates haven't enough to do!

Mole-In-The-Know reveals that a great many so-called 'minor offenders' are receiving 'tickets' from the police which equate to cautions. These offences - believe it or not - include shoplifting and 'possession'!
Ridiculous!
