What Does The Mail Headline Mean?

Not a lot, quite frankly.
'Five-strong gang of Asian men who committed string of sex offences against the same teenage girl for six months are jailed for 23 years.' 
No. These verminous individuals received no more than five and a half years - which means that they will be out in three years. Why does the Mail make it sound as though justice has been done? More protection for a tory government which has not been punishing crime?                             What is the point of adding together FIVE sentences in any case? A further matter here is that there were countless sentences joined together 'concurrently' - this kind of thinking MUST stop!
