Keir Starmer could scrap single-person council tax discount.

Prime minister refused to rule out an end to the 25 per cent reduction but said free bus passes and TV licences for pensioners were safe.

Starmer insisted he would make no promises as he and Rachel Reeves, the chancellor, draw up a budget he has warned will be “painful."
