Cable: Weasel Words?

In an op-ed for the Guardian, Business Secretary Vince Cable has criticised the uncertainty generated by speculation over a UK exit from the EU, arguing that “The question many of my business contacts ask… is "what does 'out' mean? The answer isn't self-evident.”
I suspect that the LibLabCon will not permit a withdrawal from the EU even after a vote to that effect. I have been waiting for declarations of this type.
Ukip want 'associate membership' like the Swiss, Norway, Mexico et al and also to use our position in the EEA.
Cable is perhaps giving us the clue that the LibLabCon will have a 'pretend withdrawal' - the idea is not far-fetched.
This will 'fail' and there will be desperate claims of need for a vote on getting back into the evil empire where naturally - we will be welcomed back like the returning prodigal!
