What? Only 21?

A newspaper headline claims that 21 underage girls get pregnant every day in England and Wales.
First of all, I cannot believe a figure which seems absurdly low.
Secondly - what a triumph for government policies: excluding parents from knowledge of their offspring's sexual behaviour, morning after pills distributed like confetti, the 'abortion fallback position' and morality-free sex education as well as an embracing of 'if it itches, scratch it' philosophies.
