Don't punish the innocent to get at the guilty!

Like most teachers I have always tried very hard to avoid all blanket punishments and to be honest, that is not always possible.
Where governments are concerned however, their first reaction is to impose blanket punishments to solve problems.
Many smokers cause problems and so all smokers are persecuted to a ridiculous degree.
Many abuse alcohol - so the innocent must be made to pay more for their alcohol.
Some drivers abuse speed limits so those who go a fraction above must be pilloried and targeted. TWOCers steal cars and race through our streets so we must all be punished with chicanes and road bumps.
It goes on. Consider the methods to make us all become more 'green' and also take into account that the government usually wants to tag yet another tax onto any such situation.
Simply put, we have got so used to this kind of treatment we do not even think about alternatives.
There is an alternative - and a much fairer one!
Zero tolerance on all bad behaviour. In other words, PUNISH THE GUILTY!
